ICE stands for “in case of emergency”.  I understand that if you store a number in your cell phone with the name ICE, emergency folks will call that number if there is an emergency and you aren’t able to tell them whom to call. Here’s an idea for cell phone companies… make the ICE number visible from the locked screen. It’s not very useful if no one can get to your ICE number because your cell phone is locked with a password (which is required and forced on most phones provided by and syncing with corporations including the iPhone and Blackberry syncing with exchange).  And while they are at it, might as well design the locked screen to allow someone to even call the ICE number without unlocking, which would be convenient since that’s the person I call most often.  The race is on, which cell phone companies will do it?
